Applying for a Permanent Account Number (PAN) Card has become entirely digitized. The Government of India has authorized two official agencies to issue PAN Cards. Whether you can sign your name or you use a thumb impression (Angutha), there is a specific legal process designed for everyone. There are only two government-authorized portals to process PAN applications. Both are 100% valid and issue the exact same official PAN Card.
NSDL (Protean)
Known for slightly faster processing (e-PAN usually generated within 48 hours). Most widely used by online applicants.
UTIITSL
Equally official and reliable. Often preferred by CSC centers for physical document processing and bulk applications.
How you authenticate your form changes the process. Here is the difference between signing with a pen and using a thumb impression:
Applicants who can sign will scan and upload their signature in black ink. The exact uploaded signature is printed directly on the physical PAN Card.
Fully paperless. The PAN card comes with a blank white strip. Once the card is delivered home, the applicant must sign on that white strip with a marker pen.
For illiterate applicants using a thumb impression (Angutha), the form must be physical. The thumbprint on the form and photo MUST be attested by a Notary Public, Magistrate, or Gazetted Officer under their official seal and stamp.
Present Documents Required (Updated 2026)
Currently, to successfully generate a PAN card, your demographic details (Name, Date of Birth, Gender) must exactly match your documents. You need:
- Primary Identity Proof: Aadhaar Card (Must be linked with a mobile number for online OTP processes).
- Photographs: Two recent passport-size color photographs with a plain white background (Required for e-Sign and Physical modes).
- Authentication: Scanned Signature (Black ink) OR Thumb Impression.
- For Minors (Under 18): Minor's Aadhaar Card AND Guardian's Aadhaar Card (Guardian's signature will be printed on the card).
Step-by-Step Online Application Process
Select Official Portal & Form
Visit either the NSDL or UTIITSL portal (links below). Select Form 49A (For Indian Citizens) and choose your category as 'Individual'. Generate your Token Number.
Fill Demographic Details
Enter your Name, Date of Birth, and Father's Name exactly as printed on your Aadhaar Card. Any mismatch will lead to instant application rejection.
Choose Authentication Mode
Select whether you want to proceed via 'Submit digitally through e-KYC' (Paperless) or 'Submit scanned images through e-Sign' (Upload custom photo/sign/documents).
Fee Payment & Final Submission
Pay the official application fee of approx ₹107 via UPI/Net Banking. Authenticate the final form using Aadhaar OTP or Biometric device to generate the Acknowledgement Receipt.
