New Pan Card Apply

Apply Online For New PAN Card 2026

Complete Guide: NSDL vs UTIITSL | Signature & Thumb Process

Applying for a Permanent Account Number (PAN) Card has become entirely digitized. The Government of India has authorized two official agencies to issue PAN Cards. Whether you can sign your name or you use a thumb impression (Angutha), there is a specific legal process designed for everyone. Read this comprehensive CSC VLE guide to understand the current rules, documents required, and application methods.

1. Authorized PAN Card Companies

There are only two government-authorized portals to process PAN applications. Both are 100% valid and issue the exact same official PAN Card.

Agency 1

NSDL (Protean)
Known for slightly faster processing (e-PAN usually generated within 48 hours). Most widely used by online applicants.

Agency 2

UTIITSL
Equally official and reliable. Often preferred by CSC centers for physical document processing and bulk applications.

2. Application Modes: Signature vs. Thumb Impression

How you authenticate your form changes the process. Here is the difference between signing with a pen and using a thumb impression:

Mode A: e-Sign (With Pen)

Applicants who can sign will scan and upload their signature in black ink. The exact uploaded signature is printed directly on the physical PAN Card.

Mode B: e-KYC (Aadhaar OTP)

Fully paperless. The PAN card comes with a blank white strip. Once the card is delivered home, the applicant must sign on that white strip with a marker pen.

Mode C: Thumb Impression

For illiterate applicants using a thumb impression (Angutha), the form must be physical. The thumbprint on the form and photo MUST be attested by a Notary Public, Magistrate, or Gazetted Officer under their official seal and stamp.

Present Documents Required (Updated 2026)

Currently, to successfully generate a PAN card, your demographic details (Name, Date of Birth, Gender) must exactly match your documents. You need:

  • Primary Identity Proof: Aadhaar Card (Must be linked with a mobile number for online OTP processes).
  • Photographs: Two recent passport-size color photographs with a plain white background (Required for e-Sign and Physical modes).
  • Authentication: Scanned Signature (Black ink) OR Thumb Impression.
  • For Minors (Under 18): Minor's Aadhaar Card AND Guardian's Aadhaar Card (Guardian's signature will be printed on the card).

Step-by-Step Online Application Process

1

Select Official Portal & Form

Visit either the NSDL or UTIITSL portal (links below). Select Form 49A (For Indian Citizens) and choose your category as 'Individual'. Generate your Token Number.

2

Fill Demographic Details

Enter your Name, Date of Birth, and Father's Name exactly as printed on your Aadhaar Card. Any mismatch will lead to instant application rejection.

3

Choose Authentication Mode

Select whether you want to proceed via 'Submit digitally through e-KYC' (Paperless) or 'Submit scanned images through e-Sign' (Upload custom photo/sign/documents).

4

Fee Payment & Final Submission

Pay the official application fee of approx ₹107 via UPI/Net Banking. Authenticate the final form using Aadhaar OTP or Biometric device to generate the Acknowledgement Receipt.

Why Visit a Common Service Center (CSC)?

Applying online independently can be tricky. Over 40% of self-applications are rejected due to incorrect photo/signature DPI dimensions or failure in the Aadhaar OTP gateway. Furthermore, if the applicant uses a Thumb Impression, the notary attestation process is highly complex.

If you are from Mainpuri or nearby areas, avoid the hassle and visit our certified Avi Jan Seva Kendra (Avi CSC Point). We are equipped with authorized biometric (fingerprint) devices. Whether you need a standard PAN, a Minor PAN, or an illiterate applicant's PAN via thumb impression, our VLE experts will process and submit it flawlessly within minutes.

Customer Safety & Fraud Alert

Beware of fake websites and unauthorized agents promising PAN cards via WhatsApp or informal links. The Income Tax Department NEVER asks for your banking PIN or passwords. Always apply through the official NSDL/UTIITSL portals linked below, or visit an authorized CSC Center for secure processing. Do not pay extra hidden charges to scammers.

Frequently Asked Questions (FAQs)

How many days does it take to get a PAN Card?
An e-PAN is usually generated within 48 to 72 hours and sent to your registered email ID. The physical PVC card is dispatched via India Post and takes around 7 to 15 working days to reach your home address.
Can I apply for a PAN card without an Aadhaar Card?
Aadhaar card is highly recommended and practically mandatory for a smooth online process via e-KYC. However, in specific manual/offline cases, other address and identity proofs (like Voter ID, Passport) can be used, but processing takes much longer.
Is it mandatory to link Aadhaar with PAN?
Yes, the Government of India has made it strictly mandatory to link your Aadhaar with your PAN card. Unlinked PAN cards become inoperative, and you cannot file IT returns or perform high-value financial transactions.
What happens when a Minor turns 18?
When a minor turns 18 (becomes a major), their old PAN card (which has 'MINOR' printed on it) needs to be updated. They must apply for a "PAN Correction/Update" to get their own photograph and signature printed on a new physical card.
What if my Aadhaar details don't match my school certificate?
The PAN database strictly verifies details against the UIDAI (Aadhaar) database. If your name, DOB, or gender on the Aadhaar does not match your other documents, you must first update your Aadhaar card before applying for a PAN card.
Are there extra charges if I apply at Avi CSC Point?
At Avi Jan Seva Kendra, you only pay the official government fee (approx ₹107) plus a very nominal and transparent consulting/typing fee for our professional form-filling and document-resizing services. No hidden charges!
